Optimize the science and technology resources configuration, in science, technology andmanagement and technology of policy implementation is crucial, for various types of resourceuse, more prominent, its good configuration, will actively promote the construction ofinnovation system of science and technology. Resources of science and technology has thecharacteristics of scarcity and longer, it also determines the every country will be the resourceoptimal allocation is an important work to do.This paper choose the liaoyang city science and technology innovation systemconstruction as the background, aiming at liaoyang city area all the resources to manage andanalyze the allocation efficiency of science and technology evaluation, and at the same time,in the heart of the analysis results that the main factors influencing the efficiency of resourceallocation, and carries on the quantitative analysis. In thethesis emphatically introduces the theories of the efficiency analysis of science andtechnology resources and the current research status, and analyzes the modeling technology,the late allocative efficiency analysis to the realization of the laid the foundation. In addition,for use in the design of the MVC, Struts framework and J2EE technology is presented. Finallythe combination of ik concentration technology developed liaoyang city science andtechnology resources configuration management system. System operation is simple, thebusiness process is clear, easy to use.The development of this system embodies the application of decision-making model inthe real system. In this paper, first of all to science and technology resources allocation systemrequirements analysis, then has carried on the system summary design and detailed design, finally the coding design and system implementation. The whole system design scientific,comprehensive application, simple operation, to improve the decision-making more scientific,optimizing the resources distribution of universities of science and technology provides a setof practical methods and techniques.
