With the development of city size and population,the unexpected events are increasingly appeared in number,size and the degree of difficulty.Thus,these greatly add the pressure of the prefecture-level city's urban management.So the local government needs to establish the same Emergency Command System.The major problems that choosing a suitable way for processing,maintaining and upgrading the system in time are to be solved.In view of the above problems,this paper is based on the background of the actual project in a prefecture level city,which elaborates the design and application of the Emergency Command System on the basis of efficient responding to the emergency,workflow technology,instant communication technology and web application development technology.This system mainly includes the managements of emergency plan,emergency resource and coordination command of incident.It has been proved feasible and effective after the test and application.Compared with other paper referring to similar systems,there are some following characteristics:(1)Maintaining easily.The emergency command involves many departments and agencies.Besides,the installed cost of client-side is high and the upgrade maintenance is difficulty.The paper referring the system uses browser/server architecture,which can be directly used to handle all business using ordinary browsers.(2)Instantaneity.This system based on B/S architecture with high demand of time bound in emergency processing needs to support the client's real-time message push.This paper is about the technology using HTTP long connection technology to realize the timely notification of unexpected events,and timely command.of ordering and reminding.(3)Cooperative work.It requires a number of departments to cooperate with each other when disposing emergencies.In this paper,the workflow technology is used to realize the visualized customization in the plan and with the functions of execution and monitoring based on the workflow engine.This system has been realized the multi-sectoral cooperation through utilizing the fork node and join node provided by workflow engines.The application of the system shows that remodifying the flow chart in the system can help users modify the handing program after adopting the workflow technology,which ensures the stability of the system,and avoids the side-effects of the daily work.
