In recent years, the quality of rescuing service has become a sign of city controlling standard. How to using limited resource,enhancing the goverment's ability of quick responce to emergent situation and providing more quick first aid service have became a very challenging task to our goverment.The government in our nation is facing a severe challenge in improving the public security and public service.The demands for supplying the social securing services, improving the ability to solve the problems in disaster and emergent situations, rescuing lives and minimizing the lost are becoming a critical strategic task, which is closely connected with the development of GDP.After studying the experience of encountering the disaster form the governments in different area in and out of our country, this article makes an all-sided analysis on the definition of the emergent situation command system, its function, its latest development state, its actual problems the goal of its realization and then puts forward the conception of unified emergency receiving platform. The unified emergency reception platform makes 110, 119 and 122 tightly connected with each other by means of collecting and marshalling emergency information for all of them and enabling them to response separately so as to integrate police resources of 119, 110 and 122.This article researches on the physical structure and software structure of the unified emergency receiving platform and on the physical connection and disposal process of message alarming at the same time. Based on deeply understanding the CTI technology, the author put forwards the conception of global CTI and researches on the scheduling strategy of global and local CTI. The global CTI control the local CTI of every emergency reception center. After analyzing the relationship between the number of the chair in emergency reception center and the mount of the alarm calling, the mathematical modeling is established.
