The public safety and public service has become a very challenge job for the government. It is growing a main content for enhancing city management level about to fully use the limited resources and improve the anti-risk ability and the quick response ability to the emergencies so as to prove fast emergency services for the citizen. With the development of society, all kinds of emergency become more complex and changeable, the traditional response mechanisms can not adapt to the increasing emergencies. It is hard to deal with the emergency just relying on one or several functional departments and it is necessary to unit more departments even the whole community to deal with it.CERS is a system that integrates many other subsystems including Cable Communication Scheduling System, Wireless Voice Scheduling System, Integrated Voice Recording System, Wireless Data Transmission System, Video Transmission System, GIS, Moving Targeting System, Moving Commanding Vehicle System, etc. It can achieve unity alarm service, quick and linkage response for the calls to natural disasters, general emergencies, public health emergencies and public community safety emergencies. It can achieve unity scheduling to the local response units that able to deal with the emergencies, and it can also supply the communication and information security for kinds of police forces and departments to deal with the emergencies in the district area.According to China's actual situation, this paper puts forward a project that establishing a highly intelligent and multi-level CERS integrating communication, commanding and scheduling. This system will supply an information and communication platform in which all kinds of alarms and calls from the community and public can quickly be responded and serviced, the security scheduling to important emergencies, natural incidents and important events can be insured, and scientific decisions to city management and public security can be made, as a result, the government's functions can be improved and played effectively.The emphases of this paper are about the designing and implementation of the application system, the application system is the kernel of CERS. The application system is consist of five subsystem, including the pre-dispatching system, the emergency commanding system, the decision assistant system, the pre-arranged planning management system and the information and resource management system. This paper will discuss the subsystems on the concepts, functions and basic methods. The researching on the pre-arranged planning management system is at an initial starting process, this paper will discuss the system clearly through the classification of pre-planning, the basic contents of pre-planning management and the workout of pre-planning, etc. At the end, we will explain the structure of management system modules, the work-flow of digital pre-planning and the achievement of system, which will be involved in the development of digital pre-planning system. We will afford some solving methods on the development of pre-planning map component.
