With the development and expansion of power communication network, power system transmission capacity, hardware devices have been developed rapidly. The number and type of communication device which business hosted on of the power communication network is increasing, it is an inevitable requirement for the development of smart grid to achieve effective management of communication resources. For now, power communication network management system has been transitioned from single system operating mode to a multistage system operating mode, devices of communication networks at all levels share infrastructure like sites, machine rooms regularly. Therefore, there are large number of management requirements for the same communication resources. In order to keep the consistency of resource data between communication management system, it is necessary to achieve data synchronization between management systems.This article designed and implemented the functional modules of modeling and synchronization of resource data using data interface technology of WebService for the requirements of data synchronization between management systems of power communication network. The functional modules provides a means for data synchronization between the multi-level management systems, which realized the localization of the operation, maintenance and management of communication resources.Firstly, this article carried out a research on the research background, significance, status and issues of the module, which clarify the necessary of data synchronization. Besides, it mainly analyzed the functional requirements of data synchronization on the base of resource management needs, including immediate synchronization, task management, permissions assigned, and so forth. Secondly, we completed the detailed design of the module, which included the design of database and data model, synchronous interface of WebService, data synchronization scheme, and synchronization task management. Thirdly, build the data model and data structure of communication resources according to the characteristics and properties of different resource. Then coding to realize the data synchronization interface of WebService, user interface, business logic and finally complete the development of data modeling and synchronization module.
