Emergency implementation process is an important basis to guide participants to take action quickly and complete the rescue target as soon as possible. Therefore, the rationality of the implementation process will be related to the speed and quality of emergency response, corresponding adjustments to processes to improve efficiency and optimization is very necessary. From the results of the current research, however, the optimization of emergency implementation process mostly focused on a particular part of the process, such as emergency resources scheduling optimization, emergency evacuation path optimization, whose guidance to the overall implementation is very limited.Due to the durability of durable resources will make partial order and routing structure between the activities in implementation process present a variety of combinations patterns as their shared use or delivery order of resources, affecting emergency availability and efficiency in the process, taking into account the resource constraints and partial order between the activities is a thought about process optimization, which the current literature has rarely involved.For deficiencies in study, this paper analyses the correlation of emergency implementation process parameter optimization and structure optimization based on emergency implementation process optimization under the durable resources constraints. First of all, this paper refines atomic activity properties with the aid of knowledge element model, defines the scope of activities in the emergency implementation process optimization. Meanwhile,atomic activity interdependencies on resources are extracted based on coordination theory, and the universal framework of emergency implementation process optimization is put forward. Secondly, the paper formals constraints from various perspectives, such as activities partial order, sharing or transferring durable resource between activities. It summarizes the four patterns in optimizing the structure of the emergency implementation process. The mathematical model of quantitative optimization provides support for emergency implementation-process. Again, the paper improves particle swarm optimization according to actual needs, and the programming to solve the model demonstrates the effectiveness and feasibility of the algorithm. Finally, hazardous chemicals spill contingency implementation process is chosen to be the example so as to complete the mapping between the mathematical model and the application, verifying the validity and practicability of the model.Based on the durable resource constraints, this paper puts forward universal steps and the optimization model of the optimization of the emergency implementation process, breaking the limitation of qualitative optimization about emergency implementation process. On the one hand, quantitative support of emergency implementation process optimization is presented under durable resource constraints; on the other hand it provides universal research ideas for optimizing the implementation process under different constraints.
