With the continuous development of information in our country and requirement for the information of the people is increased continuously. The human information, as one of an important carrier of the information, makes the traditional handicraft management method cannot meet the high-efficient management requirement nowadays. Therefore, in virtue of advanced IT technology, turning the traditional handicraft management style to the digital management style has already become an urgent requirement in archive management department.The large number and information diversity of personnel management determined that the best settlement for development of the system is the B/S model. The development based on the Web platform can ensure the flexibility, expansibility and maintainability which can improve the system development efficiency. Personnel Management System is a typical MIS applications including establishment and maintenance of back-end database and front-end application development.Based on modern human resource management theory, this paper expounds the purpose and significance of topics firstly, outlines the history of the development of personnel management system and analyses the status of development of domestic and international human resource management system. And UML-based Personnel Management System is proposed to research and design. This system has applied the software engineering design thought and the flow, with the aid of the corresponding research and development platform and the technical research and development, has satisfied the demand analysis request, under the VS2005environment, the programming has realized human resources management system, and has discussed human resources management link’s with emphasis and so on the system’s artificial employment advertise and personnel inspection concrete programming implementation situations, has given the core code and the onstage and the backstage contact surface design, and has confirmed this system’s usability through the example. The system has certain stability and operation convenient after the test, has the good security, in addition the system has the good man-machine interaction and the unification contact surface style.After the actual use, the administrative and salary management system mentioned by this article can satisfy the demand of administrative and salary management for Social Security Administration of Anshan City. The article mainly introduces the development background of this task, the function that should be finished and the progress of development, and also explains the point, design thought, difficult technology and the way out.
