The Forming Mechanism&Guiding Policy To Network Political Opinion

According to the25th CNNIC report, at the end of2009, the scale of China’s Internet users reached384million people, the Internet penetration rate reached28.9%. With spreading to the less educated crowd, the network medium become democratic and make more ordinary Internet users the main body of network political opinion.The network public opinion has the functions of political supervision, political propaganda and political mobilization, and plays a vital role in modern political life. However, at present the network medium are immature, the netizens are elementary, the government administration is absent, so there grow many difficulties to network political opinion. Therefore, we propose to introduce a concept of good political governance that the government and online medium increase mutual cooperation about network political opinion, and the Government’s policy guidance is mainly the directional control strategy. This paper discusses the forming mechanism and guiding policy to network political opinion from four aspects.Firstly, this paper analyzes the concept, characteristics and expression of network political opinion, and explains the positive and negative impacts that network political opinion bring with the society. Secondly, this paper analyzes the content of the formation mechanism, the elements of the formation mechanism of network political opinion and the various elements how to interact each other.Thirdly, paying attention to recent hot events, we analyze the status and recent trends of network public opinion in order to help readers to understand network public opinion deeply. The network political opinion is the expansion from the reality to the network is the transformation and interaction between the real world and the virtual space.
