In recent years, as of people’s spiritual life level unceasing enhancement, the China journal publishing industry has developed rapidly, which again with little for the journals development. However, with China’s publishing system reform, the operators of M Press as children’s periodical facing the situation become more and more urgent. On the one hand the Press need smoothly system reform, on the other hand, should let Press management of both the journals before entering the market competition advantage position, through competition to promote the development of the Press, which was about to turn all need to mention formulated a suitable M Press of Liaoning Province itself, practical and feasible strategies.Based on the present situation of M Press, publishing industry system reform requirements and children’s periodical market conditions, analysis of M Press internal and external environment and the problems it faces, use strategic management and economics, management and other related theory, and through the author collects data, field investigation, link theory with practice means such as study and analysis of Liaoning province, and puts forward the transitional after the development strategy of the M Press. Through research, the author recommend mixed strategy and concentration strategy, while the role of these strategies effectively analyzed, to ensure the transfer rate after the M Press of Liaoning Province in the dominant position in market competition, transfer prices to achieve the healthy and orderly development.
