With the continuous development of society and economics, the video surveillance systems, due to its accurate, intuitive, timely, informative and other characteristics, are more and more widely used in our life. Today, with the high-speeding progress of the Internet, digitization and networking are the developmental tends of the video surveillance. However, there is not a unifined industry standard in the field of digital video surveillance. Digital video devices from different manufacturers or different series are not compatible with each other, therefore it is difficult to manage the devices with a unified management system.To solve these problems, in this article we designed and implemented a universal platform for accessing and decoding digital video devices based on a plug-in system which has been improved. The universal platform not only achieves a unified management among devices from different manufacturers, but also enriches the functionalities with the plug-in system.We analyzed the development and current situation of video surveillance systems, and study into the working principles of achieving plug-in system and dynamic linking technology. Based on this, we implemented that digital network cameras can establish contact with the local platform under the TCP/IP protocol, using Windows network programming technology, also the local platform operate the network cameras and obtain video data from them. For video data received from the network camera, we designed a decoder module and elaborate the progress of decoding in details. Meanwhile, to ensure the improvement of the system, we also completed the local platform connecting with the Web front-end management interface, and through the web login we can call the local platform’s pre-built test applet. Finally, in this article we give the composition and application mode of the overall system, and the actual results of the operating and decoding outputs, achieve the project design.The purpose of this project is to build the universal video surveillance platform that can access a variety of video surveillance equipments to a unified management platform. The universal platform is capable of supporting different models and brands of digital video surveillance equipments, providing users with a unified management platform, realizing the independence of the front-end equipments.
