With the vigorous development of China’s economic construction and national defense construction, information transmission spectrum resourcesplaysan important roleas the carrier, and more and more devices use increasingly scarce spectrum resources, mutual interference and environmental pollution are also increasingly get attention.In March2013, the ministry of industry and informationof our country put forward the information consumption concept, and emphasis on information technology to boost domestic demand, and to promote consumption. Radio communication as the main carrier of information consumption can predictably pullnearly1billion consumer value in the future.Therefore, China’s Ministry of Industry and Radio management center are more concerned about how to plan and better use the large amount of datagenerate fromthe rare spectrum in the future. The characteristics of the spectrum are limited and reusable, this makes spectrum management system for planning, monitoring, analysis of spectrum data has played a very important role.Existing spectrum management systems in use aredesigned based on C/S model, but with the increase of amount of data and network development, more and more disadvantagesgradually emerge.Based on the research of the existing spectrum management systems, and on the analysis of user requirements and the existing technical methods, to make full use of the flexibility of the B/S structure, the portability of mobile devices, we designedand developedthe intelligent interactive subsystemsof spectrum transmission system. The new system get implementation of spectrum data real-time display by WEB browser, the realization ofusing mobile to control the node machinein the experimental environment wireless network, and create the intelligent abnormal data reporting mechanism, etc. It makes up the inherent defect of the C/S system, reduces thecostsof system development and maintenance, and can be applied to further function and scale expansion in the future.After the demand research, program selection, system design and implementation, the subsystem also took the function and performance test in the hole intelligent. It can satisfy the future network development, and can also cooperate with "a little small devices" in local data perceptionand transmission. Thus showed the advantages of Internet and mobile Internet in the field of spectrum managementinformatization and better adapt to the development trend of big data.
