Public archives or archives for short shoulder the responsibilities ofkeeping official documents and compiling history and annals. They arevery important for keeping public affairs and historical files, collectinghistorical and public affairs files from the public and studying andmanaging them. Meanwhile, the archives also carry out patriotismeducation and cultural communication activities by making good use ofthe files. With the rapid development of economy and the raising ofpeople’s living standard, those activities meet the cultural needs of thepeople.The promotion of archives’ public services coincides with theproposal of sunshine government, a service-oriented government. Itembraces the idea of small government, big society which meansweakening the functions of the government, while strengthening thevarious functions of the social groups. Currently, the archives provide allkinds of public services including compiling files, arranging exhibitionsand reading activities, web services, cultural lectures, audio and videoproducts and social education.The paper analyzes the effects of the public services of our country’sarchives and points out the deficiencies of the current efforts. It also putsforward the strategies of optimizing the archives public services afterstudying the experiences of related public cultural organizations. It isproposed that diversified organizations should be introduced, aside fromoptimizing library resource structure.The paper introduces the concept of archives-NGO-to-be andrethinks the optimization of archives public services. Through the studyof the participation of archives-NGO-to-be in archives public services, the paper gives advice about its future directions and service strategies.Tomeet the development needs of the society and provide services based onindividual cultural needs, the archives should continuously optimize theirpublic services system while presenting their social values.
