With the constantly increasing living standard, there has been a rising demand for Multimedia Information in China today. The Multimedia Data Broadcasting Service is thus booming. Currently most of the Data Broadcasting Service systems are single-content-service-provider-oriented, which results in substantial underutilization of both hardware and software resources for network service providers.In this paper, a General Service Management System is proposed. It is developed on top of the mixture of related service management functions from various original systems, to supports multi-service systems simultaneously. This system provides convenient service management channel for content service providers, as well as better operational mode for network service providers.This paper supplies a demand analysis of the multi-service-supported multimedia data broadcasting system. Some key technical factors in design and implementation of this system are summarized as follows:1. Software Architecture. A C/S architecture is proposed based on the study of the divisions of system functions, which reduces the network costs and center server load. Besides, four function interfaces are put forward to support the C/S Model.2. Data Consistency. An object-based and Event-based State transition model is designed, to ensure data consistency during writing between multi-modules and in any status transition, unambiguously.3. Resources Management. Based on the analysis of the actually situation of resources allocation, some mathematical models and allocation algorithms are proposed. To decide the channel allocation, a comparison of some algorithms is conducted. In the end, Round-First Fit Algorithm is adopted, which is efficient in the applications.4. Communication Interface. According to the functional modules and interface demands of system, a general and reliable communication protocol is designed to ensure the effective implementation of file uploading, information synchronization and relay communication, and to make the communication interface neat and safe.The Service Management System is implemented and integrated to the Multimedia Data Broadcasting System. The whole System has been deployed in a number of distance education services, as well as in a few commercial applications. Results show that the Service Management System is efficient in both social and economical terms.
