Analysis And Suggestions Of The Problem Of Wujiang Primary-Level Public Library Management

The development status of Chinese rural social work is specialization and administrativization coexists with each other, and there are paradoxes in the process of practice, the paradoxes epitomize they all can’t better the governance structure in rural society, and achieve professional mission of social work. The issue has become a development bottleneck of current rural social work, but receives little attention in academia. This dissertation selects two classic cases in the practice field of rural social work, to discuss the paradoxes of two kinds of rural social work by case analysis, and analyze the cause of paradoxes. Since the reform and opening, Chinese comprehensive strength has been rapidly improved, the material life has been satisfied, the attendant is the spiritual and cultural needs of a growing supply cannot meet the socialcontradiction. Therefore, in order to alleviate the increasingly prominent contradiction, The Central Committee of the Communist Party began to vigorously promote the development of socialist culture prosperity, a public cultural service system construction tide began. In such an environment,the construction of public library has been the strong support of governments at all levels, ushered in avigorous development. In Wujiang, the local public libraryas most end of the public library service context, also use this opportunity to get rapid development, a lot of public cultural services provided to alleviate some residentsdesire for cultural demand. However, due to the level of Public Library in the cultural service aspects of the servicemode and service concept is still relatively traditional,resulting in various problems in the part of management,public library can not play a very good cultural service function.Based on the Wujiang Public Library in recent yearsconstruction, management practice as the foundation,based on the public management and library sciencetheory as the instruction, through the study and analysis of the recent years Wujiang Public Library in the operation and management factors in the process of administrative system, the administrator, positioning, based on theliterature construction problems, and draws a series of conclusions:one, basic level public library should beindependent system, guarantee of the survival and development of the system. Through a separate systemthat has forced the top-down administrative means, to avoid public library is cancel, security of public libraryinstitution exist; two develop standard system,construction and management of public libraries at the basic level of security. The construction and management of the subject, and establish a set of perfect, scientific and reasonable standard, including the construction of basic level public library, post service and performance appraisal standards; three, reasonable construction of theadministrators, the formation of a two level network modelbase librarian team, give full play to the service function of public libraries; four, to the readers demand for the center, public library service function development. Including the establishment of leisure reading collectionresources, making books weeding system, expanding thecultural function of the public space of public library. Part of the solution process of development of Wujiang publiclibrary through this research, improve the grass-rootspublic library management, and promote the sustainable development of public library, and give full play to itsstrong cultural services, attract more people to use publiccultural resources, enjoy in the social change China home to the public the public cultural services, and promote thethe level of mental civilization of people in a certain extent,promote the development of harmonious society.
