In recent years, varieties of emergencies become frequently, and it brought greatlosses to the state and enormous threat to the people’s life, so emergency managementdraw an attention to the nation and people, and the study of emergency managementproblems became an significant subject which is both difficult and challenging. In theprocess of emergency，emergency supplies’ effective safeguard is one of the importantsuccess factors of the emergency management work, and medical emergency supplies,which is the key supplies of saving life, play an irreplaceable role in emergencymanagement. But in actual rescue, medical materials supply and distribution is stillunreasonable, as well as the confusion and scheduling bottleneck, seriously affectedthe efficiency of emergency, hindered the progress of the medical treatment.Therefore, the author believes that it also has an important practical significance ofresearching on how to distribute medical supplies reasonable and improve the lowefficiency of emergency scheduling of medical supplies, which can promote thescientific development of the emergency dispatching work of medical supplies.This article mainly study for the object of the medical supplies’ schedulingproblem in the process of emergency, and the main research content Consists of threeparts: first, on the basis of literature review of emergencies theory, emergencysupplies scheduling theory and optimization algorithm, the author summarizes thefeatures of the emergency medical supplies, and analyses the emergency protectionpresent situation of medical supplies in our country from the view of macro and putsforward the development strategy of medical supplies security system, furthermore,combining with the medicine’s supply and demand characteristics in actual relief, putsforward the emergency scheduling characteristics of medical supplies; second, basedon above theory, the author thinks that the ideal solution of the medical supplies’emergency scheduling is to minimize the unmet demand of the disaster areas under the premise of minimizing scheduling time, thus the author builds a double target ofemergency scheduling optimization model of time minimization and minimizing theunmet demand, and defines the research problem of many distributions and demands;third, reference to the traditional genetic algorithm, author designs a suitable model ofimproved genetic algorithm in this paper and uses MATLAB R2011to itsimplementation, moreover, uses an simple example to simulate and verify. Resultsshowed that the effect of the improved genetic algorithm to solve is well, and it cansolve the scheduling model effectively, at the same time, proves its feasible toscheduling model in this paper.
