The Research On And Architecture Design For The Integrated Management Information Systems Of Social Security Fund

During the Eleventh Five-Year Project, China has witnessed a great leap forward in its social security system. The pension insurance, medical insurance, maternity insurance and other social insurance programs have achieved remarkable success. On the one hand, the social security fund has been increasing at a fast rate year by year, on the other hand, due to bull management of the social security fund, numerous and scattered regulatory agencies, inefficient business model, management issue of social security funds is gradually exposed. The institutional reform and innovation of social security fund management, investment operations, budget management, audit and supervision has been a hot research field, but information technology as a support force in the social security fund management also has important role. Information technology has become the basic means to support business development and implementation of policy in many places, which can create the conditions for the implementation of the system, and even affect the direction of institutional change.After years of construction, the information construction of social security fund management has made some achievements. Local social security fund management center have been vigorously strengthening financial management information system services. The Project of "Jin bao", such as data exchange, fund oversight and fund financial statements, has already been implemented. But in many ways compared with the objectives and requirements of "Jin bao" Project, there is still a considerable gap. There is still a long way to go in the information construction of social security fund management.Based on the analysis and summary of research results of "Jin bao" Project, social security information technology sector companies as well as relevant experts and scholars, this paper tries to find the functions and features of the social security fund management information systems, and to build a China’s relatively, unified, efficient and secure framework of social security fund management information systems by connecting these information points. It may provide a reference, for the information sharing and communication of social security fund between different types of businesses, different regions, different agencies, to assist the safe operation and effective supervision of the social security fund. It hopes to promote the construction and development of the social security fund management information systems, to improve work efficiency and service means, to enhance handling service capabilities, and to provide support for policy-making in the future.This paper constitutes of seven chapters.Chapter One introduced the background, purpose and significance of the research, the current status of the thesis research abroad, the main research object, framework, research methods, the innovation and disadvantages, and the necessity and rationality of this paper.Chapter Two studied the situation and problems of China’s social security fund informatization. It begins with a general introduction to the statuts, and the results obtained in the first phase of construction of "Jin bao" Project. The implementation of the core platform, financial exchange software libraries, fund supervision software, reporting software, local social insurance fund management center (RC) management information systems and other fund-related application software construction are combed deliberately. Secondly, the problems of information construction of the social security fund management in our country have been explored. From a management body’s perspective, in addition to the dispersion of the social security fund management institutions, levels of management are excessive. From the perspective of operational management processes, operational needs and management processes of different types of insurance are very different. From the perspective of data center and data distribution pattern, some problems such as the difficulty of the center consolidation and unclear data distribution patterns do exist. In addition, information security situation is grim, and lack of operation of funds and professional and technical personnel also hinder the social security fund management information construction.Chapter Three described the experience of Information Construction of foreign social security fund management as well as the enlightenment it brings. Firstly, the Information Construction of the U.S. social security fund management institutions are introduced, including the construction of National Computer Center of the U.S. Social Security Administration, network and database construction. The management of the Federal Social Security Fund, the functions of Information systems management and the strong support the fund management provides are deliberately discussed. Social Security Administration also introduced digital technology to support the government strategy to reduce costs, conserve resources and eliminate barriers. Then, this paper takes Finland and Brazil (on behalf of developing countries) as the model of high welfare state, introduced then-Construction of social security information and highlight their unique feature. Finally, the enlightenment to the social security fund information technology these countries bring is elaborated.Chapter Four is the theoretical analysis of the Social Security Fund integrated management information system model. Firstly, from the perspective of related personnel, relation analysis are respectively made from four aspects of the social security fund management institutions, banks and other related financial institutions, pension funds users, as well as regulatory agencies. Secondly, the concept of information flow is introduced. Meanwhile, the process and its functions of the input, processing and output of information flow in the social security fund management information system are analyzed, and the method step of process optimization is pointed out. Finally, based on relation and process analysis, information flow model and functional structure model of the social security funds management information systems are built.Chapter Five presents the specific architecture design of the social security fund specific integrated management information system. Firstly, the system is designed to meet the need to address the problems and requirements. In full consideration of various factors, the overall system application architecture design is completed. Then, functional subsystem has been designed for various business functions of the system. The design of the fund business processing subsystem, the Fund’s financial management subsystem, macro decision support subsystem design, public services and cross-subsystem level plenary regulatory process subsystem are described separately, as well as their business data flow diagrams and process steps. The expected effect of the system is introduced in the end. Chapter Six describes related technologies of the social security fund management integrated information systems. The selection of system development methodology, data architecture design of the system, network architecture design, and construction of infrastructure and other aspects of information security are mainly analyzed and discussed, and some suggestions are given. It’s needed to be clear that the use of related technologies of the social security fund management integrated information system must meet "Jin bao" Project’s core platform (3rd edition) requirements, and simultaneously needs to be formulated by providers and local authorities depending on the circumstances in the process of localized implementation.Chapter Seven summarizes the research work of this paper, and proposes suggestions for the Information Construction of China’s social security fund management:firstly, three-level data center should be gradually developed into two-level center of Ministry and provincial; secondly, network construction of Ministry, provincial and municipal levels should be perfected, and the branch extended; thirdly, the construction of regional information exchange and settlement platform should be accelerated; at last, enhancing the ability to fund regulatory and macro decision-making is necessary. At the same time, in terms of institution building, rationalizing the mechanism of information construction work, implementing information technology funding operation mechanism and strengthening the construction of information technology personnel are all effective measures.Innovation of this paper is mainly reflected in the following aspects.(1) In terms of topics, on the basis of the existing research on "Jin bao" Project and management of social security funds, the paper raises the issue information construction for the management of social security funds, and the issue is the subsection and concretization of subordinate construction projects of "Jin bao" Project and is to explore the social security fund management in technology implementations. At present, there is extensive literature about the social security fund management theory and social insurance management system at home and abroad. In this direction of research, there is less research which can provide support, therefore reflecting the research value of the paper.(2)Through reading extensive literature, making an induction, learning from the latest research results of informatization about the social security fund of several foreign typical countries, selecting representative national social security fund management information systems as a reference and by the induction of existing research results and practical analysis, the paper designs a social security fund integration management information system framework suitable for China’s national situation to provide theoretical support for the careful combination of the social security fund management and information management, broadening the research field of the social security fund informatization management.
