The Design And Application Of Yunnan Social Insurance Fund Report Forms Management Platform

In accordance with the principle of "Wide coverage, Basic necessity guarantee, Multiple level spread, Sustainable development", the social insurance system of Yunnan Province, to be more specific, the endowment insurance, medical insurance, work injury insurance, maternity insurance and unemployment insurance, has gone through great progress in respect of the insured population which has reached44.9million,97%of the total population of Yunnan Province. Meanwhile, the wide coverage has brought the expanding scale of Yunnan social insurance fund, which has been up to57.49billion RMB at the end of2013.As the important strategic reserve, the social insurance fund has been called "life-saving money" and "old-age pension".As far as the fund supervising work is concerned, the budgeting and settling report forms and the fund reforms in use have to be made from the different stand-alone softwares designed by the national Human Resources and Social Security Ministry and The Treasury Ministry, which means, to complete the above forms, you have to enter different systems to input the data and send them, instead of automatically, manually. What’s more, the bigger problem is that the information in different systems cannot be connected in an effective way, which has great effects on its accuracy. Without a unified form dealing platform, it can never be easy to collect, summarize, integrate, record, audit and contrast the data, and so the working efficiency and quality cannot be guaranteed in the social insurance administrations and agencies. Now this can be possible with the establishment of a comprehensive management platform by Yunnan Provincial Hunan Resource and Social Security Department.The platform mentioned above has applied B/S framework, with browses as its front display, the smart client DELPHI as its operating interface, JAVA to deal with the background processing logic layer and Oracle as its backstage data base. Through a platform as this, inflexibility and extendibility in the respect of the framework and working function can be guaranteed. By using the object-oriented programming technology, the assemblies are able e to handle smoothly the business logic, procedure logic and data access logic smoothly and make them available on the server to realize the fast distribution and adjustment. As a customized component has been used in the application sever layer, safe access to the data base can be guaranteed.Based on the Web framework, Yunnan Social Insurance Fund Report Forms Management System has covered the whole net system of the province. After the first-stage project, function integration and data sharing have been realized in the Social Insurance Fund Budgeting and Settling Management System of the Finance Ministry and the Social Insurance Fund Report Forms Management System of the Human Resource and Social Security Ministry, and data can be reached and analyzed by both ministries. Now the system has been put into application in provincial departments and the sixteen municipal departments. The feedback has been positive considering the function effectiveness, security and smooth communication with different departments, which has important meaning on the fund supervision. The second-stage project will be designed to realize the unified management, intelligent analysis, effective display, data distribution and business communication of all the statistic forms of Yunnan Provincial Human Resource and Social Security Ministry. The article focuses on the first-stage project.
