With the continuous ly restructuring o f rural cred it cooperatives,to create a high qua lity and scie ntific human resources manage me nt syste m that hasindustry characteristics has become an important guarantee to increase industrycompetence and to achieve sustainable development.The purpose of this thes is is to comb ine the ideas of advanced human resourcemana ge ment and modern information technolo gy, to build a computer-based platformfor the mana ge ment and ma intena nce of human resources, and as a result, to achievethe goal of establis hing a comprehe nsive and integrated huma n resources mana geme ntsystem in RCCs. Rura l Credit Cooperatives (RCCs) human resources mana geme ntsystem uses VS2010as deve lopment tools, JavaScript, C#as the developme ntlanguage, and SQL SERVER2008database system for the background database. Withthe use of NET platform, RCCs will enhance the system security for its users; throughthe PLINQ techno logy, RCCs will be able to execute and verify statistics and toimprove its tracking effic iency; and through the crysta l financ ia l reporting techno logy,RCCs will maximize and enhance its reporting functions.RCCs human resources manage me nt syste m combines practica l s ituation thatreflectsnormative, comprehens ive, integrated and practical features in the application.Also, the system has the institutio na l sector mana geme nt, which includes appointme ntand dis missa l of emp loyme nt manage me nt, performance and salary eva luatio n, foursystems and executive mana geme nt, deferred payment mana ge ment, risk marginmana ge ment, statistica l reporting and other multi-functions etc. Through training,huma n resources syste m can be effective ly used by all leve ls of huma n mana geme ntprofess iona ls in the department; and through correct and proper imp le mentation o fthis syste m will make Shaogua n RCCs s human resources ma nage ment morescientific, modern and sophisticated.
