In recent years, with the rapid spread of the Internet, the breadth and depth of the distributed computing systems have undergone tremendous changes, emerging new distributed computing environment. Padres system is a distributed content-based publish/subscribe (pub/sub) system, due to publish and subscribe are decoupled, so Padres system provides a good distributed environment. This article jail following work.1) By reading a lot of literature, analysis of the general situation of the business process flow, indicating the importance of the business process products in the modern business enterprise and government work;2)Operating mode for BPEL4WS explore, analyze the BPEL4WS activity types;3) In-depth understanding of content-based publish/subscribe to the basic concepts and working principles of the system and the Padres studied BPEL4WS activities to Padres system mapping process;4) Principle BPEL4WS used on Padres system applied in the design of the government complaint system for future business development to provide a factual basis Padres system based on business processes.Administrative complaints system developed for product development business streams provide a reference case for the government business processes to provide a new environment.
