As the development of society, more and more enterprises and government department are seeking trans-departmentally and trans-enterprise cooperation. However, since the different constructing of the application system exists, data's integration and transmission can't be processed efficiently and betimes, so it brings big influence to the decision-making department .The enterprises and the government departments, on one side, want to reduce the cost, and on the other side, must put forward right reaction quickly for the Flexible market, should use the legacy systems heavily ,and try hard to shorten development cycle .The technology of Web Services can solve problem of interaction and intercommunication in and between departments that caused by the different constructing application system .But that is not enough ,a business process assembles platform is necessary to shorten the cycle of development and deal with the variable requests.In this paper, we research the mechanism of business process assembles on the basis of the Web Services, and have designed and realized on the basis of this mechanism the business process assembly platform—WebJet .The main work in the paper are as follow:1). Put forward the mechanism of business process assemblage and the design of the business process assembly platform, and Exposit how the protocols in the Web Services, such as UDDI, SOAP, BPEL4WS, be constructed in WebJet.2). Established the mechanism of Web Service's Qos's authentication and the saving construction of the non-functional properties of Web Service. In WebJet , we use formatted file to save the non-functionalproperties ,and through the Qos authentication centre to detect and carry on authentication to the Qos of the Web Service.3). Designed and realized the executing engine for BPEL4WS, specially realized the mechanism of the "dead-path-elimination" which is complicate in BPEL4WS.4). Designed and realized the "Web Service Agent" which can be used to choose and invoke the Web Service dynamically .In the "Web Service Agent" , we rank the synthetically grading value which is calculated by the method of "Multi-objective Decision Making" ,and choose the Web Service with highest score to invoke ,so that the decision about invoking which concrete serve is delayed to the moment of invoking.
