Design And Implementation Of Tax Law Enforcement Management Information System

Tax work has been a national project, which is a focus of the country’s economic lifeline. Tax information system integration is the core issue of Chinese e-government construction. In the past twenty years, the national tax information integration has made considerable progress, but as enforcement assessment to supervise tax collection and tax powers in terms of information technology is still relatively backward, still using the traditional manual evaluation mechanism. Hence, developing a Tax Law Enforcement Management Information System based on tax information integration is urgently needed. The system uses information technology to automate regulate E-government, which implements information sharing.This topic focuses on the design and implementation of Tax Law Enforcement Management Information System. It includes three subsystems in terms of doubts database, enforcement assessment and BI monitoring platform. Based on B/S schema, this system adopts multiple implementation technologies such as SSH frame technology, AJAX asynchronous acquisition technology, export data technology, Cell report technology, Highchat technology, data warehousing technology, data mining technology, and other technologies. Among them, the focus of the implementation of the enforcement assessment subsystems are assigning permissions module, early warning monitoring module and law enforcement inspection module. The focus of the implementation of the doubts database subsystems are doubt acquisition module, artificial verification module and query statistics module. In the BI monitoring platform subsystem, multidimensional data model is established, based on the model realizing the multidimensional data analysis.Paper first elaborated the overall design and architecture of the tax law enforcement management information system, including the design of the system framework, the design of the system data structure and data warehouse design. Then focuses on the design and implementation process of the three subsystems including doubts database, enforcement assessment and BI monitoring platform. Finally, for the problems arising from the implementation process of the system, we proposed a system optimization program based on data mining technology and verified the instance.Our system is used in a real project of the national tax authorities, and it obtains better results in improving the efficiency and accuracy of law enforcement.
