Researches On Government Regulation In The Process Of Three Networks Convergence

With the rapid development of information technology, Three Networks Convergence has become the developing direction and worldwide trend of future information communication, the only way of developing China’s infrastructure construction of modern information. Throughout the way of Three Networks Convergence in the world, government regulation is very essential. Perfecting the government regulation, can provide adequate protection and support for the development of the integration of three networks.Compared with developed countries, Three Networks Convergence has been developed in our country later, and still in the exploratory stage of development now. At present, China has basically have the technical conditions, further convergence of network infrastructure and market space, to accelerate the convergence of three networks has entered a crucial period. However, in the process of Three Networks Convergence, there are many problems of government regulation in our country, including government regulators, government regulation law and government regulation content etc. These problems restrict the government regulation behavior of China’s Three Networks Convergence, but also hinder the development of China’s Three Networks Convergence their own.This paper were analyzed the existing problems of China’s Three Networks Convergence in the process of government regulation, and put forward a series of suggestions. To avoid regulation decentralization, lack of a unified regulation due to excessive government regulation mechanism, we should establish an independent government regulation mechanism. Though these independent government regulation mechanism, it can do effective regulation on the regulation of our Three Networks Convergence. A unified law is the basis of government regulation convergence, speed up the formulation of Telecommunication Law or Communication Law in China, so as to provide legal protection for our government regulation to Three Networks Convergence. Adapt to the current development status and the future trend of our Three Networks Convergence, improve government regulation content in the process of China’s Three Networks Convergence, including the entry regulation, price regulation, and interconnection regulation etc.
