Research On Government Regulation In The Process Of "Triple Play" In China

After the process from forbidden to promotion，China’s Tri-networks process oftelecommunications network, radio networks and Internet have gradually embarkedon the right track and the pace of their development is also growing faster.According to the overall planning of the nation，the period year2010to2012is astage when China’s telecommunications, radio and television business becometwo-way pilot as well as a critical stage when triple developed. The State Councilannounced12and42cities are chosen as triple play pilot cities, separately on the endof June2010and the end of December2011.Now, with the end of the pilot phase the development in the pilot cities exposedsome problems, such as the convergence process of network forward slowly, theuneven development of broadband access networks, a serious problem of redundantconstruction. With the progress of times and the development of science andtechnology, there are some limitations in the pre-study of the triple play, particular in:(1)before the triple play planning start, the upstream and downstream of the industrychain are in wait-and-see state, the positioning of the operators in the whole industrychain are not clear, the estimated data from study in prophase is not very realistic;(2)With high-speed development of smart devices, the rise of the OTT industry, the coreof the research for network integration has changed，from the IPTV to networkchannel, so the conclusions of the preliminary study will not be necessarily accurate.For various problems that arise in the process of network convergence bycataloging operators’ business model and operational situation of pilot city, analyzingthe reasons for common problems, making reference to triple play experience abroadand developments, summarizing advantages of the various government regulatorymodel, the method to prevent monopoly of operators, finally, in accordance with ournational conditions, this paper submits the ideas and suggestions for solving theproblems, which is good to promote healthy competition and development in various industries, so that the triple play can quickly spread across the country.The main structure of this paper as follow: The first chapter briefly introducedthe background, purpose and meaning of government regulation system; the secondchapter introduces the concept of "triple play", the background and developmentprocess of the development in our country; the third chapter takes the pilot cities ofShanghai and Jiangsu Province for example to introduce the whole situation of tripleplay in pilot cities in China and the problems exposed in detail; the forth chaptersummarizes the regulatory model for triple play abroad,analyzes the advantages anddisadvantages of the various modes, combing experience of Governments in theregulation to prevent the monopoly of telecom operators; the fifth chapter Combinedwith the network development experience aboard and the current status of China， tryto put forward the regulation to adjust or reform ideas according to the analysis of the"triple play" government regulation system problems.
