Social media,which is based on Internet technology,was born more than a decade ago,but it has had a disruptive impact on global communication,politics,economy and many other fields.At present,the international regulation of social media mainly involves the government,enterprises and users,while the regulation issues focus on content regulation,data regulation,algorithm regulation and platform regulation.However,the balance between freedom of speech and platform responsibility,the influence of social media beyond the discretion of the state,and the conflict of intellectual property rights between traditional media organizations and social media are becoming more and more challenges for the international regulation of social media.At the same time,the international regulation of social media also faces the dilemma of the lack of regulation rules,the fragmentation of regulation mechanism,and the serious lag of regulation practice.Based on the practice of social media regulation in the United States,The European Union,Russia,India and other countries,this study compares legal regulation,technical regulation and corporate self-regulation,and analyzes the feasible path to improve the international regulation of social media from the global level,national level and multi-mechanism level.International regulation is faced with the current social media between sovereign nations,sovereignty struggle for power between country and social media rules,how to harmonize the real physical space of each stakeholder concerns,technical code in virtual network space and "interaction" in a multinational law,will become the key to the problem of social media international regulation.At the technical level,the international classification system can be implemented through the marking layer technology,so as to make geographical boundaries return to the network space,help determine the government can regulate,and determine the applicable objects and scope of judicial power.At the same time,social media exists at an ecological level,and international regulation of social media requires the participation of multiple stakeholders.Independent third-party regulatory bodies should be established based on topics and scope,so as to improve the transparency of social media and establish relevant accountability mechanisms.
