This papers uses "government regulation" theory and audience demand theory as the theoretical basis, qualitative research methods like literature analysis and comparative study as the research methods. From three aspects of legal regulation, institutional regulation and industry self-regulation, this paper analyzes the similarities and differences between the mainland and Taiwan in the control of the means of television variety shows. The following conclusions:1.Legal Regulation——In terms of the legal system, Taiwan’s radio and television legal system is more perfect than the mainland’s and the mainland lacks of core legal regulation of radio and television. In the terms of specific regulations and policies, the mainland and Taiwan both have emphasized the need to safeguard national television variety show interest and promote national culture. However, the provisions of the vulgarization issue about Taiwan television programs is in more detail. The biggest difference between the mainland and Taiwan in the legal regulation is the TV rating system. Although there is a lack of technical support, the ideological basis for managing TV variety show on basis of TV rating system in Taiwan is still worth learning and referencing. The mainland and Taiwan have different media ownership and different media functional perspective. So their legal regulations are different.2. Institutional regulation——The State Administration of Radio, Film, and Television is the highest regulatory agency of the mainland as the National Communications Commission is Taiwan’s. The mainland’s TV variety show control policies have the administration features while those of Taiwan have non-administration features. SARFT mainly uses administrative documents as the main means while NCC mainly depends on the TV rating system. In the meantime, Taiwan pays more attention to the introduction of mechanisms for citizen participation in the supervision and management of television programs. To give citizens more opportunities to be involved in the control, NCC established Content Advisory Council and the network. Institutional regulations are different because of different institutional nature.3. Industry self-regulation——The mainland and Taiwan industry associations are different in nature, but either industry self-regulation results are not ideal. Although many industry associations have formulated their self-discipline convention, the results are unrewarding because the lack of legal effect. And the internal self-regulatory mechanism in broadcasters is not good enough.Taiwan controls for TV variety shows are worth learning for the mainland. By comparing the three aspects and combining with weaknesses of the mainland’s control, this paper made suggestions for completing the control system of the mainland’s radio and television from three angles. Firstly, complete the legal system of radio and television by developing of Radio and Television Act, legislating on vulgarization problems, strengthening the introduction of copyright regulations and encouraging originality. Secondly, change functions of regulatory agencies by establishing a program content advisory committee and a dependent regulatory agency. Establish and improve the self-regulatory mechanism within the television institution and improve professionalism of TV variety show practitioners. Thirdly, improve the transparency level of television variety shows control policies and the existing network channels for complaints. Also, improve citizen’s initiative to participating in program regulatory and establish a network of public opinion.
