Scientific and rational government regulation in media industry is the basis of its healthy development. In today's new situation, healthy development of china's media industry plays a vital role on the Party's ruling, the social economic construction, and the development of cultural industry and protection of people's interest. Following the reform and opening up in the year of 1978, Chinese government has implemented a series of rectification and reformation in media industry, and there is a prosperous development having appeared in china's media industry. However, the characteristic of "dual properties, triple identities" of Chinese news media always sends it into a very embarrassing situation during the process of development and reform. It also became the root of the numerous problems arising from Chinese government's regulation in media industry. These main problems include media groups existing in name only and having failed to achieve the initial objectives, multiple regulations and policies from different departments, non-implementation of regulations and policies, unbalanced structure, frequent changes and vacancy of formal system, the procedures being lack of fairness, transparency and scientific methods and the abuse of rent-seeking.Through the analysis of the history and present situation of media industry's reform and development, the author thinks the above mentioned problems are due to the following reasons such as one-sided restricted management of media, the characteristic of "dual properties, triple identities", lack of supervision and restriction to the right of regulatory organizations, shortage of independency, standardization and transparency of the formulation of regulations. Meanwhile, the solutions to these problems are also given in this paper. For example, the establishment of specialized and integrated media regulation agencies, the setting of new principles, the separation of enterprise from government, investment from government, work from government, government from agencies so that it can clarify the relationship between media industiy management and enterprises, the division by properties and the guidelines by categories, the clarification of responsibilities and duties of different authorities, and the establishment of scientific and effective medium regulation's evaluation system. Here the author also pointed out that loosening of regulations and recommendation of market mechanism, establishing an integrated managing department, long-time maintaining of "dual system" in the future, and establishing a scientific and effective evaluation system for the effect of government regulation for media industry is the direction of the development of Chinese government's regulation of media industry in the future.Based on the above understanding, the paper analyses and studies the problems existing in the real practice by using the knowledge of journalism and communication science, management, economics, especially of regulation economics, industrial economics and media economics and by using the methodology of literature analysis, research methods and theoretical analysis, and the theories of regulation economics, industrial economics and media economics. I think it has a great significance at studying the problems which exist in Chinese government's regulations for media industry. It helps to find out the necessity of government regulations, the causes of problems and the solutions and direction of the future development and to provide scientific advice to the government regulations. What is more, it gives scientific and rational regulatory approaches and policy references to china's media industry. In addition, the paper has theoretical values. Compared with previous research, the article does contributions and breakthroughs in structural integrity, recommendations of economic theories, particularly in the deepening and specifying of regulation economics.
