The software and hardware performance of intelligent terminations and mobilecommunication technology has developed rapidly in recent years. Therefore, it isnecessary to develop the mobile office automation system of the governmentdepartments, optimize constantly the electronic document system, integrateinformation resources and realize fully the information sharing. Meanwhile, mobilee-government is a systematic engineering. It can make the workings of governmentbecome open, networking, informationization and standardized. And it also relates tothe secret information of the government departments. Therefore, it is very importantthat the application of the digital signature technology during the mobile documentflow process. But at present, the practical application of the digital signaturetechnology based on the mobile termination is relatively few at home and abroad. Thedevelopment of domestic mobile e-government is still in its infancy and mature digitalsignature technical solutions based on the mobile termination is being explored andcompared.Based on the security problems of electronic document during the mobiletermination flow process, my thesis researches and implements the mobile documentflow system based on the digital signature technology. The system is a subsystem ofQingdao city mobile e-government office automation system. Currently, it is incommissioning stage and runs well.The thesis mainly contains the following sections:Firstly, it researches the basic theory, relational arithmetic of the digital signaturetechnology and workflow mechanism associated with the document flow in this paper.They provide guarantee for the security of digital signature scheme and offer thetheoretical basis and technical support to the study and design of the system. Secondly, according to the current theory and the characteristics of the mobiletermination, this paper analyzes and researches application requirements, functionalrequirements and technical requirements. Then, we design a digital signature schemebased on the mobile termination. The scheme guarantees basically the privacy,authenticity and non-repudiation of the digital signature during the flow process ofmobile termination.Thirdly, this paper designs the overall physical architecture of mobile documentflow system and the logical architecture of Android client. And this system has beenimplemented, tested and analyzed. Finally, it achieves satisfying result.The significance of this thesis: first, the office staffs cut themselves from thedesktop office and are no longer limited by time and place during the process ofhandling official business. And the office space is expanded. So, the system developsworking efficiency, improves office processes and changes the traditional“long-distance travel documents” phenomenon. Second, it ensures the integrity,confidentiality and non-repudiation of the digital signature. Third, cost savings. It justuses general mobile termination.
