With the development of computer technology and network technology, especially the popularization of information construction, the application of E-Government becomes more and more. E-Government is a system engineering which makes the governmental work be informationed, netted, opened and standardized. It also relate to the national secrets and sensitive governmental core affairs, so the security is especially important. The safety refers to four layers: the physical layer, the network layer, the system layer and the application layer.The technology of digital signature becomes the research focus these days in the field of information security, which can be used in E-Commerce, E-Government, and Electronic Data Interchange (EDI) and so on, thus making some advanced application possible. At present the research of digital signature is more about theory than application at home and abroad. The popularization of domestic E-Government just starts and mostly uses the system based on ID/password; the application of digital signature and digital certificate is few.This thesis, starting with the application layer of E-Government safety system, analyzes the information security requirements of E-Government in China, learns some successful experiences from other fields such as E-Commerce and proposes the application mode of digital signature and several application schemes of digital signature. In addition, most applications of digital signature ignore time-stamp. The thesis puts the time-stamp into the digital signature system in order to enhance the security of digital signature. At last it implements a digital signature system based on J2EE, PKI digital certificate, Time-stamp and SSL technique, which is used in a real electronic governmental ratification system and ensures the information confidentiality, integrality and none-repudiation. Combined with privilege management system and log system, this digital signature system ensures that the E-Government system will run safely and efficiently.
