In the first decade of the21st century, with the rise of the comprehensive national strength,making Radio and TV industry bigger and stronger is an urgent requirement to enhance the national soft power. From the point that United States and Europe struggle for the international discourse in the field of radio and television,the cross-sector competition brought by the merge of internet,telecommunications network and broadcasting network,market opportunities brought by the rapid development of new media,promoting production and broadcasting system is imperative now.On a practical level,the reform of production and broadcasting system is the most complicated thing by far in broadcasting field in China.To clarify the crux from the source,this paper analyzes the historical approach and dilemma of production and broadcasting system reform in China.Since the beginning of the1990’s,with the second round of market reform in China,production and broadcasting reform constitution practice begin.But now,the reform still failed to make substantial progress.The inherent contradictions in dual attributes of China radio and television industry are deep-seated reasons for this situation.That is the contradiction of ideology property and industrial property.Due to differences in the properties of the medium,we can’t simply transplant experience of production and broadcasting reform constitution from other countries.And we did not find a harmony mode combine ideology and economic function in the reform for a long period of time,which stalled the reform.several times.On the theoretical level,this paper argues that the theoretical debates around the production and broadcasting system lead to deep thinking of the reform practice.Frist,four levels of organized television stations reflects apparent hierarchical division layout in order to ensure the safety of ideology when liberate the productive forces.In the reform process, we should hold noncommercial program positions,using external separation for some entertainment programs. Secondly,radio and TV industry should integrate new media,where program providers can make content delivery and broadcast side can do some advertising and marketing as well as create a second broadcast platform.At last,production and broadcasting separation is a means not an end.When the reform encounter conflicts of interest,the reform lies in the following two criteria.Frist,whether it helps making bigger and stronger broadcasting industry. Second,.be able to ensure the safety of ideology.With the continued in-depth.of economic and political integration,China’s radio and television industry involved in global competition.At the end of the last century,the U.S broadcasting industry policy had made a major adjustment.What industry background and theoretical logic behind the U.S deregulation and two-track reform in U.K?For what implications do we get for China’s radio and television media?For clearance above the problem and provide a useful reference for the reform of China’s radio and television separation, this paper has in-depth analysis of the US-European broadcasting system theory and practice.On this basis,this paper presents a selectable path adapt to China’s production and broadcast situation.
