Under the strategic environment of integration of three networks, radio and televisionoperators and telecom operators have accelerated into each other’s business scope, whileresult in intensifying competition of operator market. In addition, owing to shrinking marketshares of traditional fixed telephone market, the voice communication mainly depending oncircuit switching has been gradually replaced by IP communication mode. On the basis ofrunning traditional fixed telephone, circuit renting of facilities network and broadbandservices, China Telecom has raised strategy transition plan transferring from a basic networkoperator to an integrated information service provider, so as to run mobile telephone, IPTVand broadband value-add product, etc.IPTV business has been introduced in Shaoguan Telecom from2008. There is quicklygrowing flux of IPTV business, which has already exceeded that of ordinary broadbandInternet access until2012. Meanwhile, with the development of city informatization, usershave higher and higher demands for the internet speed. The internet speed has been speededup gradually from the original2M to6M,12M, even100M in some regions. In addition, theflux of IP metropolitan area network of Shaoguan Telecom has been largely increased owingto the development of IPTV business and speed boost of broadband network. However, partof network equipments and links have bottleneck, leading to the quality reduction of network.In this way, the perception of businesses including IPTV, IP telephone, instant online games,etc. will be influenced. In order to promote the market competitiveness of broadband productsof Shaoguan Telecom and help its strategy transition, the data team was organized in networkoperational department there, responsible for design and implementation of prioritizationscheme of Shaoguan IP metropolitan area network.First, the current situation and existing problems of IP metropolitan area network,operational control layer, access convergence layer and business development situation ofShaoguan Telecom are analyzed and summarized in this paper. Then, in view of the existingissues, the prioritization scheme of core layer of IP metropolitan area network, operationalcontrol layer, access convergence layer and suited transmission resources has been made inthe aspect of the network structure on the one hand; on the other hand, from the perspective of bearer service, aiming at common businesses of IP metropolitan area network includingbroadband network, IPTV, VPN, etc. the factors that influence the service quality areanalyzed, thus to make corresponding prioritization scheme as well. Shaoguan metropolitanarea network project is put into effect according to the project design, and the effects afterplan optimization are verified through metropolitan area network business. At last, theplanning and imagination of the development of Shaoguan IP metropolitan area network areshowed, thus to offer a proposal for the direction of network optimization and reform next.
