Modern society pay more attention to optimize the allocation and effective use of resources. University Library make an ever lasting contribution to supporting scientific research and teaching; at the same time, it has also been widely demand. Foreign university library advocate and pay more attention to resource sharing with the social, however, there emerge more and more urgency for such need. Communities defined as the residential point which is composed by our every city residents to be gathered together. The process of university library system to open to the public community, in essence, is the procedure to provide social service to the public. Compared to the foreign university library system’s excellent job of opening its door to public, our university library relatively did less job in this aspect, for example, sharing level among the communities is pretty low. By facing the objective conditions between the domestic and foreign library systems, Chinese university library system must realize the current situation, must catch up the procedure time to conduct pre-deployment jobs and must fulfill those job into practice. Also Chinese university system should obtain the positive attitude to make the best effort to conduct librarian system modernizing development. By considering the ways of developing and growing procedure from foreign university libraries on how to open their doors to the public community, by learning the experiences from foreign university libraries and by combining with the actual conditions in China, this thesis explored suggestions on how to open university library to the public community. Also via the first-hand working and studying experience in University City, this thesis conducted data analysis on real study case. Finally, this thesis made advises on developing innovative services to service public readers in a better manner.
