Chinese Golf Policy Implementation Research From The Public Governance Perspective

The modern golf has been introduced into China for more than 30 years.During the 30 years golf has got preliminary development, but there still are some problems,such as illegal construction of cultivated land, against the policy and a series of problems that people do not obey the law. For that,in order to guide and standardize the development of golf, country has issued different policies for different purposes in different periods of golf course construction. It played a certain role in promoting the development of the sports. But there are some new problems, and it can not adapt to the law of the project’s development absolutely. And during the recent years,under the dual role of national policies and market driven,golf course construction appears a phenomenon called policy of "inverse". It’s worth rethinking the effectiveness of policy implementation, golf is in urgent need of governance. Therefore this study start from the perspective of public governance, using literature, expert interview, questionnaire survey methods conclude public governance and policy implementation of related theory, combing the development of golf policy in China, present situation and the analysis of policy implementation effect, as well as the influence factors in execution, finally from the perspective of public governance, put forward the countermeasures of perfecting our country’s golf policy execution.Research shows as follows:Firstly, This study comes to the conclusion that the golf policy has "restricted--- specification are encouraged to develop" four stages through combing golf policies. Evolution presents the subject more,government policy is volatile, in accordance with the policy of reform and opening-up, economic and social development situation, the "red line" policy, policy development evolution characteristics with the government and the market game.Secondly, Through analysis about the present situation of policy implementation, our country golf must exist in the policy implementation deviation phenomenon, such as golf courses, "despite being banned", the tax rate of "one size fits all" and so on. Using survey data from the analysis of policy implementation effect: it is forbidden to occupy cultivated land, forest land and wasteland policy played a role in execution; Make golf course site construction of barren hills and meadows;And in recent years some policies such as cleaning the no-treasure hill also had many effects, to ban, exit, change, cancel national golf course;And the policy of adjusting he golf business tax and standardize the development of golf tourism also play a role in it.Thirdly, based on the analysis of the influence factors of policy implementation play golf, golf play in the role of policy implementation in our country, the policy itself authority, concreteness and stability,and policy implementation main body ability, central interests, the object of the legal consciousness, system difference, both inside and outside supervision system perfection and outside policy and other factors.Fourthly,our country’s golf Present policy is in the stage of policy-oriented specification development and it is similar to Japan and South Korea and other countries,For golf on policy implementation in our country can draw lessons from Europe,the United States,Japan and South Korea national golf management way, mobilize social forces, standardize the market, actively create a golf policy implementation of the new public management mode in our country.Research suggestion:From the perspective of public governance is put forward:in the process of golf policy implementation, we ought to set up the "limited government" philosophy and the transformation government function; To lead clubs and associations to participate in policy implementation and build pluralism governance body; To enhance identity among participants to improve the quality policy; To innovate policy implementation technology and means to improve attention and cooperation among objectives; To cultivate civil society to play the functions of the social organization; To straighten out the relations between government, market,society, and to coordinate the governance process,etc.
