Research On The Implementation Of Self-enrollment Policy In Colleges And Universities

It is obvious that the college self-enrollment system has gained some significant achievements and also had a good effect on quality education in middle school. However, under the background of the continuous economic development, the popularization of higher education, the common entrance examination in the excessive emphasis on centralized unified enrollment planned management system, is not conducive to determine the diverse admission criteria for colleges and universities according to the characteristics of professionals to choose a large number of certain professional adaptable talents. Therefore, independent selection admission reform(self-enrollment reform) emerges as the times require. The emergence of this policy has become the focus of higher education reform in China. It advocates that the education policy goal is to achieve a combination mode of the unified recruitment and the diverse recruitment of university enrollment system, which fully reflects the relatively independent in the colleges and universities under the premise of more people enjoying equal and just rights.Self-enrollment policy is the need of the development of higher education, reflecting the requirements of quality education. As the latest policy, it embodies the characteristics of keeping pace with the times, but the current reform practice is not mature. The self-enrollment policy is likely to be a gradual reform from the pilot to promotion. Rethinking and predicting this policy is significant for the future development of the education policy.Based on this, this paper first reviews the three development stages of the self-enrollment and deeply analyzes the main content of the policy. Then, taking the Universities of Sichuan Province as an example, discuss the implementation of the self-enrollment policy in colleges and universities, and find out the main problems about fairness, enrollment, integrity and corruption in the implementation process and analyze the causes of the problems. Finally, the author puts forward suggestions to improve the implementation of the policy based on the questions analyzed.
