The implementation of the Chinese young volunteer graduate education policy not only lays the policy foundation for targeted poverty alleviation,but also provides abundant human resources for the implementation of the poverty alleviation strategy.This study takes the postgraduate teaching support group of S University in P County,Sichuan Province as an example,combines the author's teaching support experience in this place,uses existing literature,and uses questionnaires and interviews to learn about the current status of the implementation of the postgraduate teaching support policy in P County.After conducting a survey,it was found that in the process of implementing the postgraduate education support policy,both effectiveness and deviation coexisted.With the help of Smith's policy implementation model,after in-depth understanding of the reasons for deviations in the implementation of postgraduate education support policies,a theoretical model suitable for the implementation of postgraduate education support policies in Yi ethnic areas is constructed to provide a path for the effective implementation of postgraduate education support policies.The study found that the postgraduate education support policy has been implemented well in P County,which has supplemented the teaching staff of local schools,improved the structure of the teaching staff,and innovated teaching conceptsand methods;it has become a leader on the road to dreams and learning for students.Good helper;to link rich resources to the local area and inject poverty alleviation motivation;to help volunteers enrich social experience,temper their will and quality,enhance social cognition,and guide the direction of employment;at the same time,they also help the implementation of national policies.But at the same time,some problems have been exposed: the policy objectives are too ideal,and there is a lack of operational policy implementation plans;in the actual training process,the universities pay too much attention to the form,the training content is not comprehensive,and the pertinence needs to be improved.The service area is poorly communicated,and the follow-up training of the support group members is not in place;the education aid school lacks relevant rules and regulations for the management of the postgraduate education support group,as well as the support for the ability of graduate students;The supervision mechanism is not perfect;the purpose of individual support teaching team members tends to be utilitarian,and the overall quality needs to be improved;insufficient policy implementation resources,inadequate policy publicity,and conservative local education concepts have hindered the implementation of postgraduate support education policies in certain links,resulting in Deviations in policy implementation.Based on the policy implementation theoretical model of the American scholar Smith,combined with research and analysis of the main factors that affect the implementation of the "Graduate Supporting Education" policy in the Yi ethnic area,a theoretical model of the implementation of the "Graduate Supporting Education" policy in the Yi ethnic area is constructed.Taking this model as a path,the following optimization suggestions are put forward: one is to strengthen the top-level design of the policy,and to revise and adjust the policy text in a timely manner;the second is to improve the incentive mechanism and reform the management evaluation method for the postgraduate teaching team;the third is to improve the colleges and universities The training mechanism for the postgraduate teaching support group is optimized,the matching degree of service positions is optimized,the communication channel between universities and the service area is established,and the follow-up training of the members of the graduate support teaching group is strengthened;fourth,the teaching aid school should actively provide various supports to the graduate support teaching group members.Set up management methods to increase the protection of the rights and interests of the members of the postgraduate teaching team;The fifth is to strengthen the propaganda of the spirit of the volunteer service of the postgraduate education support group,and at the same time strengthen the cultivation of the comprehensive ability of the postgraduate education support group members,maximize the high-quality educational resources of universities,and explore the new service model of "Yi District Support Education +";The sixth is to enrich policy resources and strengthen the publicity of policies,At the same time,it is necessary to control the "Yi" according to the locality and improve the educational concept of the Yi area.
