College entrance examination is one of the most important way of the flow of social strata, which expresses expectation for thousand millions of students and their parents.As the only assessment way by performance of exam, college entrance examination still has some drawbacks, which make students with the subject expertise or innovation potential but overall culture in low grades to feel powerless and frustrated. To this end, the policy of university-autonomous enrollment came into being, which broadens the way of selecting talents in university, and probes another multivariate talent selection system. From 2001, three colleges in the South took the lead in the pilot project, and by 2015, the independent colleges have expanded to 93.As one of the most important reform of the college entrance examination system, the policy of university-autonomous enrollment has been continuously improved, explored, and has obtained remarkable achievement, however some problems still emerge in the policy implementation process. As one of the independent recruitment policy main executive body, the university should strictly follow the original intention of independent recruitment, select fairly, however, in the concrete implementation process of the policy, there has been many deviation coming out from the policy purpose, for example, the unfair phenomenon of city publicity and assessment bias appear frequently. In recent years, as a hot pot, the policy has attracted every field's broaden attention and discussion, especially the policy's fairness. Whether on the number, angle, method or research content, the study has a significant development. Although some are from the perspective of policy fairness. But it is a pity, most of the existing research is still limited to the theoretical level or should be stated and news reports, it's lack of empirical support based on view. Therefore this study takes X University as an example. The study uses questionnaire and interview to survey specific circumstances of universities in the implementation of independent enrollment policy starting point, process and result, using SPSS 19.0 statistical software to analyze and describe the data to explore the relevant interest groups, whether due to urban and rural areas, family capital and so on to be treated differently to analyze the procedural justice of the independent enrollment policy implementation further. The study finds that the independent enrollment policy both candidates and generous family capital city in the implementation of the starting point, process, results. Based on the results of the study and the equity theory, putting forward to promote the university independent enrollment policy of fair and effective implementation of the recommendations.
