Research On The New Scholarship And Grant Policy Implementation For Postgraduates Of The Local Universities In Sichuan Province

Under the impetus of the reform of postgraduate training mechanism,China began to implement the system of postgraduate education fees from the beginning of 2014,and implement the new scholarship and grant policy,as the corresponding reform measures.Postgraduate new scholarship and grant policy in the pilot implementation of the national key universities have achieved some results,the promotion to local universities will be a great challenge to all aspects of the relatively weak local universities.Therefore,to explore the status of postgraduate new scholarship and grant policy implementation in local colleges and universities of Sichuan Province,analyzing the problems and puting forward the corresponding countermeasures and suggestions,is conducive to promote the smooth implementation of new scholarship and grant policy in local colleges and universities,having obvious research value.This paper is divided into five parts.The first chapter,introduction.This part introduces the background and significance of this study,through the literature analysis to determine the research content and methods.The second chapter is the analysis of Smith's policy implementation process model.This part introduces the Smith policy implementation process model and its theoretical basis value of this research.The third chapter,the present situation and problems of the implementation of the new scholarship and grant policy of the local universities in Sichuan province.In this part,the full-time postgraduates as the research object,through the questionnaire study in four local colleges and universities in Sichuan Province,and relevant staff interviews,conducted a comprehensive investigation on the implementation status of postgraduate new scholarship and grant policy.The survey found the main problems including: the scholarship and grant status and the scholarship evaluation rules are not reasonable,scholarship judges lack of input and postgraduates' new scholarship and grant policy acceptance is not high and the policy implementation environment exsits drawbacks.The fourth chapter is the analysis of the reasons for the implementation problems of the new scholarship and grant policy of the local universities in Sichuan province.Based on the Smith's policy implementation process model,from the policy itself,thepolicy implementation subject,policy target groups,the environment of policy implementation in four dimensions to analysis the causes of the problems: first,the new policy itself exists limitations;second,the policy implementation subject is relatively weak;third,the target group adjustment is difficult;fourth,the environment of policy implementation is in poor condition.The fifth chapter is the suggestions to improve the implementation of the new scholarship and grant policy of the local universities in Sichuan province.Based on analyzing problems and reasons of the status of the new policy implementation,the improvement of postgraduate new scholarship and grant policy implementation of local colleges and universities includes: first,government perfect new scholarship and grant policy text,including the expansion of scholarship coverage,reducing class gap and improving the award amount and Department set democratic and scientific scholarship evaluation rules;second,perfect management mechanism of the new scholarship and grant policy implementation,including equipping more personnel,improving the management system and the executive staff set up the democratic management idea;third,postgraduates correct attitude towards learning,to form a correct understanding;fourth,to create a good environment for implementation of the new policy,including the improvement of local college postgraduates special funds guarantee system,creating a rigorous and normative academic research atmosphere.
