Abstract/Summary:
At present,the reform of the Gaokao system is going on in China,including the main content of deepening the reform of the Examination Admissions System.In 2010,the Outline of the National Medium and Long-term Education Reform and Development Plan(2010-2020)was published,in which measures was proposed to push on the reform process of the student examination and admission system,such as improving the higher education examination enrollment system,strengthening information disclosure and social supervision.Subsequently,in order to deepen the reform of the admissions system for examinations,the State Council launched the “Thirteenth Five-Year Plan” for the development of the national education undertaking and demanded to reduce substantially and II ontrol strictly extra points for examinations,standardize and disclose the methods,assessment procedures and admission results of the autonomous enrollment policy of universities.The autonomous enrollment policy of universities,as an important part of the special enrollment policies of universities once,was also one part of the student examination and admission system.It was one of the reform priorities because of profound influence from its implementation.According to the Ministry of Education’s document,the autonomous enrollment policy of universities was replaced in January 2020.Because there were still many deficiencies in the implementation of the autonomous enrollment policy of universities,which made the implementation of this policy highly controversial.It is anecessary to make research on the implementation of the autonomous enrollment policy of universities and draw lessons from it,which would benefit for improving the mechanism for talent training and selection,promoting education fairness,and maintaining social harmony and stability.This paper focuses on the main problems in the implementation of the autonomous enrollment policy of universities from the perspective of policy deviation,combined with the theory of public policy.With a couple of methods including literature review,survey and interviews,it sorts out the implementation status of the autonomous enrollment policy of universities in Guangdong Province.The main problems are identified: the process deviation of the policy implementation and the result deviation of the policy implementation.The root causes lie in the influences from the issues of the policy itself,policy stake-holders and policy implementation environment.On the basis of evaluation of the implementation of the autonomous enrollment policy of universities are thus evaluated,and in order to avoid the deviations in the implementation of the autonomous enrollment policy of universities that would happened in the implementation of special enrollment policies of universities,four suggestions are thus proposed,such as positioning government functions precisely to optimize the environment for the policy implementation,improving the admission ability of college to ensure the effectiveness of policy implementation,strengthening evaluation capabilities of junior high school to deepen the policy implementation,developing the good participation from various stske-holders and asking all to monitor the implementation of the policy jointly.To conclude,the study researches into the implementation of the autonomous enrollment of universities from the angle of public policy and make a breakthrough.These results could be beneficial to sevre as a useful reference for the improvement of the special enrollment policies of universities.
