Research On The Implementation Effect Of Poverty-stricken Students’ Subsidy Policy In J College Of Sichuan Province

In recent years,with the constant expansion of higher education in C hina,the number of college students is dramatically increasing.As the ubiquitous special groups in campus,issues caused by poor students are more than internal issues in schools,but the hot issues to be solved by the country and society.How to effectively implement the poverty-stricken subsidy policy,help the healthy growth and development of poor students,achieve educational equity,and promote the building of a socialist harmonious society has become an important issue.With the implementation status of poor students’ financial aid policy in J College of Sichuan Province,the author points out problems in implementation,finds out solutions by combining with theoretical and previous literatures,provides the effective policy implementation path,and offers reference to the implementation effect of improving poor students’ financial aid policy in other colleges.Firstly,the author introduces Meter-Horn model and the feasibility and inevitability of using it,lays a theoretical foundation on the study.Then introduces the situation of J College in Sichuan province and implementation of poor students ’ financial aid policy.By analyzing virtue of the interview with workers and instructors in the financial aid center and the investigation on students,the author realizes the implementation effect of the current poor students’ financial aid policy in J College.The specific results are stated as follows: implementation of poor students’ financial aid policy in J College has the positive effect of high recognition and wide policy propaganda coverage.However,there is also a lack of effective integration among the funding system projects,insufficient policy propaganda,students with economic difficulties are not accurate enough,the assessment process lacks objective and fair,social forces are insufficiently involved,and work-study aids fail to truly play a role in helping the poor,And the problem of light spiritual support.By aiming at existing problems and cause analysis,the author proposes the suggestion of establish a policy goal of subsidizing education and optimize the funding system,constructing the dynamic management system,perfecting financial aid policy propaganda system,improving worker quality of financial aid policy,formulating the accurate and standardized implementation procedure,using policy to guide and expand social financial aid resources to improve implementation effect of poor students’ financial aid policy in J College.At last,the author summarizes the research results and discusses the enlightenment and limitation of this study.
