| Private higher vocational education is an important component of the higher vocational education in our country,and is an important growth point and an important force to promote the educational reform.For many years,together with public higher vocational colleges,it has undertaken heavy responsibility of training technical talents for our country.It also plays an important role in solving students’ needs for college entrance and employment,promoting social and economic development,and maintaining social fairness and stability.In recent years,higher education has developed rapidly and the scale of higher vocational education has expanded further.In 2007,the state introduced a separate enrollment policy for higher vocational colleges,which broke the previous single examination mode and reversed the higher vocational education recruitment mode based on theoretical knowledge level.On the one hand,the change of recruitment mode is conducive to students choosing their favorite major,learning relevant knowledge and skills,and realizing their own value.On the other hand,to a certain extent,it is more conducive to the real selection and training of professional talents with potential,to achieve the purpose of running higher vocational colleges,and promote the overall healthy development of higher vocational education.To perfect our national education system and promote the pluralistic development of our higher education system is of great significance.However,due to the influence of many factors,private vocational colleges and universities are still faced with many problems in the process of implementing individual enrollment policy for many years,which restricts the effective implementation of the policy.Therefore,from the perspective of public policy implementation and relying on the Mitter-Horn policy implementation system model,this paper carries out a study on the implementation of individual enrollment policies of higher vocational colleges in Henan Province from six aspects: policy objectives,policy resources,communication and strengthening among organizations,value orientation of policy implementation personnel,policy implementation environment and policy implementation methods.By analyzing the current policy status,it is found that there are many problems in the implementation of the policy,such as unclear goal of the policy,uneven distribution of resource investment,insufficient cognition of the policy executive.Through in-depth analysis of the problem,it is found that the main causes of the current problem are the imperfect setting of policy objectives and standards,the impact of the nature of the subject of policy implementation,the reasons for the enterprise-oriented management mode,and the departmentalism.The lack of effective communication and coordination mechanism,the lack of recognition of policy objects to the policy,the division of college admission batches and the differential treatment of policy support.On the premise of analyzing the reasons,it proposes to improve the setting of policy objectives and standards,open up multiple financing channels,enhance the vocational attractiveness of private higher vocational teachers,optimize the organizational culture of colleges and universities and the modern management level of teachers,improve the coordination and communication mechanism between departments,improve the value orientation of policy implementers,and construct a good environment for policy implementation.It is hoped that it can be helpful to the current problems faced by private higher vocational colleges in Henan Province in implementing the individual enrollment policy,so as to improve the education system of private higher vocational colleges in Henan Province and promote the faster and better development of private higher vocational colleges in Henan province. |
