A superior man inspires many more with good character to work for the country, but the inferior man cajoles more flunky to seek respective selfish interest.", Sima Qian (c.145 or 135-86 BC), formerly romanized Ssu-ma Chien, the famous Chinese historian in the Western Han Dynasty, said in his work Records of the Grand Historian. A country selects the officer to deal with state matters, which influence the national operation and efficiency, the success of officer’s career and rise or fall of a nation. Therefore, quality assessment has vital importance in selecting and appointing public administration talents.In this paper, it takes public administration quality assessment practice as the subject, and applies solving the problems of public administration talent quality assessment as the purpose. On the basis of theory and practice of domestic and foreign scholars, this paper also applies talent quality assessment technology to the public administration area, proposes the tentative talent quality assessment technology system to different-category posts, and summarizes the assessment technology system with Chinese characteristic to domestic public administration talents.Chapter I is the introduction. It briefly introduces the background of subject selection and its significance, gives a simple introduction on and summarizes the research status at home and abroad, and defines the research content and method.In Chapter II, this paper summarizes the composition of public administration talent quality and its related assessment content. Based on the introduction of characteristics of public administration talent and the composition of public administration talent quality, this paper classifies the quality composition of different-category public administration talent, and finally outlines the connotation, function, basic principle and its theory foundation of talent quality assessment.In Chapter III, it introduces the main status of the technology in talent quality assessment, and describes the problems of Chinese current public administration talent quality assessment technology, such as insufficient theory system, assessment method and technology without pertinence, and finally analyzes the reasons causing the insufficient assessment system, and ineffective law.In Chapter IV, it is the design concept of Chinese public administration talent quality assessment technology. It pertinently puts forward the detailed concept in title examination, general quality evaluation, professional quality assessment and comprehensive assessment in talent quality assessment technology, and alternates emphasis on the specific technology in three Chinese public administration talent quality assessments.Chapter V summarizes the related suggestions in promoting the scientific process of talent quality assessment technology. This paper puts forward some specific suggestions, such as establishing an ideological and theoretical system of public administration talent quality assessment with Chinese characteristics, improving laws and regulations system of public administration talent quality assessment and other suggestions. |
