Study On The Impact Of Science And Technology Talent Policy On The Science And Technology Talent Gathering In Shaanxi Province

Science and technology talents are the main body of science and technology innovation,and the scale and degree of science and technology talent gathering will have an important impact on science and technology innovation.The total number of science and technology talents in Shaanxi Province is small and cannot meet the needs of social and economic development,so in recent years the Shaanxi provincial government has introduced a large number of science and technology talent policies to strengthen the science and technology talent team.2017 was the year in which the largest number of science and technology talent policies were promulgated in Shaanxi Province,but there was a decreasing trend of R&D personnel in Shaanxi Province from 2017 to 2018,and from 2018 to 2019 The number of R&D personnel in Shaanxi Province increased rapidly,and the effect of science and technology talent policy on the gathering of science and technology talent is yet to be verified.Based on the theory of human capital and the theory of “Push-pull”,this paper combs and studies the relevant literature on the science and technology talent policy and the gathering of science and technology talent,this paper defines the science and technology talent policy and the related concepts of the science and technology talent gathering,combs the science and technology talent policy of Shaanxi province by using the literature analysis method,and analyzes the current situation of the science and technology talents of Shaanxi province by using the data collected,this paper analyzes the mechanism of the influence of the science and technology talent policy on the gathering of science and technology talent,select “On further stimulate talent innovation to create entrepreneurial vitality measures”(hereinafter referred to as “Measures”)as the policy research object,this paper uses PSM-DID empirical analysis method to explore its impact on the gathering of science and technology talent in high-tech industrial development zones,and finally summarizes the main conclusions of the paper and puts forward policy recommendations.The article compares the science and technology talent policies in Shaanxi Province from2014 to 2020,and finds that the number of policies shows a trend of first rising and then falling;Shaanxi Provincial People’s Government and Shaanxi Provincial Department of Science and Technology are the main issuers;the types of documents are mainly policies of measures and opinions;the content of policies mainly includes deepening the reform of the three rights of scientific and technological achievements,deepening the reform of scientific research project management and deepening the reform of talent evaluation mechanism;and there are shortcomings in the science and technology talent policies,such as an excessive proportion of special policies for the introduction and cultivation of science and technology talents and homogenization of the objects of science and technology talent policies.This paper holds that the policy of science and technology talents has an effect on the gathering of science and technology talents through its effect on the industrial structure,population environment,scientific and technological environment and educational environment.Through PSM,this paper finds a province which is similar to Shaanxi province in other aspects but has not implemented “Measures” to match,and uses DID method to regress the benchmark model,it is found that the “Measures” have increased the gathering degree of science and technology talent by 0.398 in the National high-tech industrial development zone of Shaanxi province,it is found that the four mediating variables all play different mediating effects in the process of the science and technology talent policy affecting the science and technology talent gathering.Finally,according to the existing problems of the policy of science and technology talents in Shaanxi province,the paper puts forward some suggestions,such as perfecting the policy of the flow of science and technology talents and refining the incentive policy of science and technology talents.
