Research On China’s Science And Technology Talent Policy From The Perspective Of Marxist Talent View

The report of the 19th National Congress of the Communist Party of China pointed out that China has entered a new era of socialism with Chinese characteristics.The important task in the future is to start a new journey of building a socialist modernization country on the basis of building a moderately prosperous society in an all-round way.In the new historical starting point of China’s development,the strategic resource status of talents is more prominent,and the advantages of science and technology talent policy for talent development are more obvious.In a sense,the development of science and technology talent policy in China plays an important role in building a socialist modernization country in an all-round way.Since the founding of new China,the policy of science and technology talents has been developing continuously,but it is still insufficient for the construction of a socialist modernization country in an all-round way.Therefore,it is very important to build a more scientific,professional and standardized policy system for scientific and technological talents.The view of talent is a general view of talents.Marx reveals the essence and social significance of talents from the relationship between talents and environment,talents and people,talents and practice.China’s Communists,especially the successive leaders of the party,have persisted in and developed the basic theory of Marx,and have constantly put forward new ideas on the issue of talents.From Mao Zedong to Deng Xiaoping,Jiang Zemin,Hu Jintao and Xi Jinping thought on socialism with Chinese characteristic in the new era,our party’s understanding of talents has been constantly improving.The policy of science and technology talents in China can be divided into two stages before and after the reform and opening up.Before the reform and opening up,it can be divided into two stages: the stage of initial establishment and the tortuous development.After the reform and opening up,it can be divided into three stages,namely,the recovery and reconstruction stage,the transformation development stage and the innovation development stage.The development of science and technology talent policy has formed the evolution characteristics of policy design concept,the constant practicality,the increasing of policy-making subjects and the scientificization and standardization of policy-making.After the implementation of the policy of science and technology talents,the scientific and technological talents team in China has been growing continuously,and the transformation effect of scientific and technological talents achievements has been significantly enhanced.At the same time,the shortcomings in evaluation,encouragement and introduction and training are also seen in the formulation and implementation.The reasons for these problems are the influence of the official standard thinking,the lack of policy coordination and the lack of supervision and evaluation mechanism,the policy connection and the incomplete supporting system Good,etc.Under the guidance of Marxist talent outlook,we should improve the problems after the policy formulation and implementation of scientific and technological talents.On the one hand,we should adopt general improvement strategies,and deal with the three pairs of relations,namely,the synchronization of talent development and policy reform,the unity of the comprehensive development of scientific and technological talents with economic and social development,the adjustment of market and government position in the policy,and the international perspective,We should learn from the experience of the developed countries,the United States and Japan,on the other hand,refine the policy of scientific and technological talents into specific policies,improve the weak points of policies from three aspects of talent training,introduction and supervision,and promote the better implementation of the policy of scientific and technological talents.
