Research On The Status Quo And Optimizing Countermeasures Of Science And Technology Talent Environment In Yichang

China’s economy has moved from a stage of high-speed growth to a stage of high-quality development.The industrial structure has ushered in a comprehensive adjustment.The country’s demand and attention for scientific and technological talents have reached an unprecedented height.In recent years,major cities have introduced talent recruitment policies to compete for scientific and technological talent resources.A good working and living environment can attract scientific and technological talents.At the same time,scientific and technological talents can only play a greater value in a good environment.If cities want to attract talents and retain talents,they must strive to create a high-quality environment that is conducive to people’s work and life.Yichang is a regional central city in Hubei Province and a regional central city strongly supported by the state.With the transformation and upgrading of the economic structure in recent years,the imbalance between supply and demand of scientific and technological talents has become prominent,and the gap in the environment of scientific and technological talents has become an important factor restricting the further development of Yichang.Under this situation,planning ahead,integrating resources,and optimizing the environment for scientific and technological talents is the focus of government talent work.Therefore,it is the focus of this paper to analyze the current status of the components of the science and technology talent environment in Yichang,find the corresponding constraints,and put forward suggestions to optimize the environment for science and technology talents.Based on the theories of science and technology talent environment,builds on the analysis of a large number of domestic and foreign literature,and combines the actual situation of talent resources and talent work in Yichang.This article constructed an indicator system of science and technology talent environment in Yichang,There are 26 indicators in 5 categories: economic environment,technology environment,social environment,cultural environmen and policy environment.Using a combination of data comparison analysis and questionnaire survey to sort out the various factors of the scientific and technological talent environment,find out the current status of the scientific and technological talent environment in Yichang,and find out the main problems.The analysis found that the economic and social environment of science and technology talents in Yichang is relatively good,while the research environment,cultural environment and policy environment are relatively weak,and the existing problems are also relatively prominent.In general,there is still a certain gap in the environment of science and technology talents in Yichang.In terms of economic environment,there is a problem of unbalanced industrial structure;in terms of technology environment,there are problems of low technology innovation platforms and low level of science and education;in terms of social environment,there is a problem of high pressure on urban housing prices;In terms of cultural environment,there is a problem of insufficient encouragement of innovation.In terms of policy environment,there are problems of inadequate talent mechanism and imperfect talent policy.In response to the above problems,the optimization countermeasures for the environment of scientific and technological talents in Yichang City were proposed: ensuring a high-quality economic environment;building a creative technology environment;creating a social environment suitable for livability and industry;cultivating a cultural atmosphere that advocates innovation;Creating a policy environment that leans toward scientific and technological talents.
