On the whole, as a very weak link in all kinds of education in our country, preschool education career is in the early stage aiming at balanced development. Solving the balanced problem of preschool education resource allocation reasonably has been the essential demand of the equitable development of preschool education and the premise and basic guarantee of the current education reform and development. Under this managing system charged by the local government and administered in grades in our preschool education, the county as a breakthrough, study on preschool education resource allocation problem is very realistic.This research uses the investigation and interview methods to investigate the present situation of preschool education resource allocation of Xixian County in Henan Province, mainly aiming at the overall development of the kindergartens, teachers, education funds, school conditions, etc. in the county. The study found that the development scale and equipped staffs of urban, rural areas, public and private kindergartens each have a gap; the ranks construction of teachers is weak and unevenly allocated; lack of funds and unevenly distributed; infrastructure is imperfect and school conditions have great differences. Through the investigation and analysis, this research summarizes the main four causes:there are deviations of preschool education concept; the government’s education policy and management system is biased; objective economic development level is limited; the exemplary role of center kindergartens plays not enough.On the basis of analysis research, this research puts forward the following countermeasures and suggestions from the perspective of the county:first of all, the concept first, the county government, preschool education institutions and the general public should change and update concepts; secondly, realize the government responsibility, and improve the preschool education management system; thirdly, reasonably adjust the structure of educational investment, and guarantee educational investment; finally, strengthen the ranks construction of teachers and improve the whole level of teachers.
