Balanced development of education throughout the world today is a new educational philosophy, but also a new concept of the development of education. Equality in education ideas and fair thinking, thinking of the democratization of education are important theoretical basis of balanced development of education. Balanced distribution of education resources is the realistic foundation of balanced development of education. At present, China implemented a basic education "on the county level" management system, the pursuit of balanced development of education within counties is an important breakthrough of the development of education in China. Teachers Resource balance is an important factor in a balanced education. At the present and in a certain period of the future, supporting rural education within the counties is a effective way to resolve the proplem of distributing teacher resourse.Supporting rural education has been achieved certain results on guiding the rational flow of teachers, using surplus teachers , increasing efficiency of teachers resource within the county in Guizhou ,to a certain extent, improving the quality of compulsory education in rural areas, promoting the balanced development of urban and rural compulsory education. However, there are also many problems to be solved.For instance, the wrong purpose of supporting rural education,lack of interaction between urban and rural areas, lack of support efforts, irrational support structure, not sound evaluation mechanism and not standardized service for the work of the support, lack of intensity, lack of collection and research the feedback ,etc.To solve these problems, we must use the theory of banlanced development of education to conduct the supporting rural education on an overall review, grasping the purpose of supporting education, formulating supporting policies consistent with the theory of balanced development of education.At the same time, by the scientific concept of development, the modern school of human resource management theories as a guide, establishing the balanced internal structure of the support team, achieving two-way exchange of teachers in urban and rural areas. Through reasonable period of service, an effective incentive mechanism, and scientific evaluation system, and a good feedback mechanism, to promote the healthy development of supporting education in rural areas in Guizhou.Thus we believe that the policy of supporting rural education would play a greater role in promoting the balanced development of education in our province .
