Allocation Efficiency Of Compulsory Education Resource At County-region Level

In the new era,the major contradictions of our society have changed.The directly manifest in education field is the imbalance of education development has taken the place of the education popularization,which becomes a current key problem.Compulsory education is the priority among priorities,because of its publicity and dependency of government resources.When considering the the factors like: the different developments between provinces in eastern-central-western regions and the coordination difficulties of resource deployment in cross-regional,researching the efficiency of resource distribution of compulsory education from county-region-level,can not only comprehensively analyze the education resource distribution imbalance,but also propose the practical and easy-to-executive measures.This has strong practical significance and operability in pushing a more balanced development of compulsory education.The education resources investment includes the dissipation in human resources,material resources and financial resources,which have particularities in management,running,checking and evaluation,stimulation and supervision,and worthily in-depth exploration.This study takes Lijin county,Shandong province as the research object,through retrospectively reviewing and managing the theory and practice about the distribution of education resource to analyse the efficiency in distribution of education in human resources,material resources and financial resources.Using DEA-Tobit method to analyse the influencing factors and their powers on the efficiency of the compulsory education,this study provides several advice that can improve the efficiency in distribution of education resources in county-region level,which included optimizing finance investment distribution,completing the supervising of special project fundings,pushing the standardization of education devices,modifying the rationalization of education arrangement,optimizing the employment machanism,providing more complimentary training for teachers and improving the stability of the crew.
