Education fairness is an important content of social fairness and an important driving force for promoting social fairness.General Secretary Xi Jinping emphasized in the report of the 19th National Congress of the Communist Party of China:"Promote education equity,and cultivate socialist builders and successors who have comprehensive development of moral,intellectual,physical,and beautiful.""Strive to ensure that every child can enjoy a fair and quality education."On October 12,2019,the Ministry of Education held a national county-level compulsory education quality and balanced development supervision and evaluation start-up meeting in Haiyan County,Zhejiang Province.Minister Chen Baosheng emphasized at the meeting that the launching of the supervision and evaluation of the quality and balanced development of compulsory education in counties across the country is a major event in the process of education development in my country,a major event in accelerating the modernization of education and building an education power,and is a history of compulsory education development.An important milestone of the new era is the historical mission given to us by the new era.The purpose of this thesis is to clarify the definitions of basic balanced development of compulsory education and high-quality balanced development,and through investigation and analysis of the current situation of compulsory education in sample counties,to find out the existence of the county during the transition from basic balanced compulsory education to high-quality balanced development Propose solutions to the problem.Provide a reference for the improvement of the balanced development level of compulsory education in counties in Hebei Province.As the national goal of basic and balanced development of compulsory education is close to being successfully completed,analyze the development shortcomings in areas that have achieved basic equilibrium,investigate the urgent needs of the people for the shortcomings of the balanced development of compulsory education,and follow-up high-quality and balanced development The evaluation work also has certain reference significance.This research is divided into five chapters.The first chapter is the introduction,which mainly introduces the background of the research,combs the relevant research at home and abroad and puts forward a brief analysis,expounds the purpose and content of the research and the research methods adopted.The second chapter defines the basic balance of compulsory education and the high-quality balance of compulsory education,and introduces the relevant theoretical basis used in the research.Chapter Three,after selecting the research objects,sorts out and analyzes the status quo of the balanced development of compulsory education in N County by collecting and sorting out the statistical data of the research objects,designing and implementing questionnaire surveys,and interviewing personnel.In the fourth chapter,aiming at the balanced development status of compulsory education for the research object,it puts forward some problems of the research object in the aspects of resource allocation,government guarantee and education quality.The fifth chapter puts forward relevant countermeasures and suggestions for the relevant problems of the research object.The main countermeasures include reasonable planning and layout,speeding up the reconstruction and expansion of new schools and high-quality model schools;increasing financial investment,increasing the value of teaching equipment per student,improving the construction of sound,sports and beauty classrooms;reforming hardware construction policies,strengthening hardware management and maintenance in the later period;strengthening small Subject teacher construction,perfect teacher flow mechanism;perfect school charter,establish principal assessment mechanism;establish perfect student comprehensive quality evaluation system;improve county education resource sharing platform management system;innovate school running mechanism,implement urban-rural joint school running and group school running,etc..
