With the development of social economy,people’s demand for quality education has become a necessary condition for a better life.Compulsory education as the foundation of the whole national education system,its popularization makes millions of families’children stand on the same starting line and face the future,with equal access to education.In 2011,all provinces(autonomous regions and municipalities)in China passed the acceptance of nine-year compulsory education,which means that after more than ten years of efforts,China has basically achieved the nationwide popularization of nine-year compulsory education.However,there are still many problems in the balanced allocation of compulsory education resources in Guangxi.Especially,the development level of compulsory education in counties is severely restricted by the local economic level.Because of the great differences in the economic conditions of counties(cities and districts),the unbalance of compulsory education development among counties is aggravated.President Xi Jinping emphasized in the report of the Nineteenth National Congress that "socialism with Chinese characteristics has entered a new era,and the main existing contradictions in our society have been transformed into the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development",the same is true in the field of education.At the same time,the quantitative evaluation of the balance of compulsory education and the scientific layout planning are more urgent.According to the requirement of the National Plan for Medium-and Long-term Education Reform and Development(2010-2020),promulgated by the Ministry of Education,China should basically realize the balanced development of education in the region by 2020,and take county units as the"leading sheep" to take the lead in achieving the balanced development of education.If we want to further develop compulsory education and achieve educational equity,we need to take the balanced allocation of compulsory education resources as the premise and basis,and unswervingly promote the balanced development of compulsory education.Guangxi has been committed to the full implementation of the relevant national laws and various basic education security systems.and has taken the lead in achieving the goal of "two bases" in the national minority autonomous regions.However,there still exists the problem of uneven distribution of compulsory education resources in counties.Among them,the uneven allocation of financial resources represented by the expenditure on education and the public funds in the per capita budget is widespread.The biggest obstacle to the balanced development of Western compulsory education resources allocation.Based on the theory of public goods,the theory of equalization of basic public services and the theory of educational equity,this paper uses STATA software and PASW 18.0 software to quantitatively analyze the related data of compulsory education resources allocation in Guangxi as a whole and among counties in the region,and draws the conclusion that there are imbalances in the allocation of financial resources,human resources and material resources in compulsory education in counties in Guangxi.On the basis of this,the author tries to find out the economic,policy and social reasons that affect the development of compulsory education in counties of Guangxi,and then puts forward some countermeasures and suggestions to promote the balanced allocation of compulsory education resources in counties of Guangxi,with a view to alleviating the unbalanced development of compulsory education in counties,improving the overall fairness of compulsory education and promoting the harmonious development of society.
