Study On The Implementation Of The National Basic Research Policy

The developed countries have recognized that the basic research is a source of independentinnovation. For the status and role of basic research, science and technology policies ofdeveloped countries show a high degree of agreement. Many countries in the initial stagehave invested in basic research accounted for20%-25%of the total R&D funding. But inChina basic research has been neglected and basic research policy is weak. But in1980sscience and technology policy began to be rebuilt as the focus of economic development. Sobasic research policy and technology policy have begun to get the attention and therefore thecountry has issued a series of programs to promote basic research development.But basic research policy has not achieved the desired results. The important reason may bethe problem during the execution of policy. Therefore, the study of implementation of basicresearch is very practical and necessary. But the present study on the basis of policyimplementation research process is still relatively scarce. The “973”plan has beenimplemented for more than ten years. It’s practical and theoretical to study this case.From the perspective of policy implementation factors of basic research policyimplementation, targeted recommendations should be put forward to help to improve the basicresearch policies.The first is theoretical research on the various theoretical terms mentioned in the paper, thatthe most important is the implementation of the theoretical model used. Followed byempirical research, case studies on the973program use a theoretical model to identify factorsaffecting the implementation of the973Program, to analyze the status of implementation andeffectiveness and to find the cause of the problem. Meanwhile, it’s important to analyze basicresearch on the status of implementation of policies the United States and summarize theworld’s leading research based experience with these factors. Finally, the paper shouldsummarize the entire implementation of the recommendations of basic research policy inorder to better achieve the policy objective and to promote the development of basic research.Basic research policy studies from the perspective of policy implementation relatively lack ofliterature. It will open up a new theoretical perspective and enrich and deepen on basicresearch policy.
