| A country is established by talent,government is governed by talent,and industry is prospered by talent.Talent is the core element of innovation-driven development and the transformation of old and new kinetic energy,a solid foundation for the success of the two centenary goals,and the strongest driving force for enhancing core competitiveness.Therefore,we must pay attention to the construction of the talent team,develop and implement the formulation and implementation of the talent policy.Especially at present,my country is facing two daunting challenges: First,the demographic dividend is gradually fading,and the growth space of population increment is constantly shrinking,which leads to the increasingly prominent role of the comprehensive quality of the population in driving the sustainable development of cities.The second is due to the development of the new normal.my country’s economy has transformed from an extensive and quantitative type to a high-quality and intensive type.The promotion and leading role of scientific and technological innovation is increasing.The fundamental driving force for innovation can only be derived from the transformation of human capital,and only by gathering talents Only by gathering the majestic talents can realize the good development of the regional economy and complete the industrial upgrading and transformation.To this end,various localities have successively introduced talent introduction policies,but the talent agglomeration effect of central cities has been formed.How can Dalian X District attract and retain the required talents in the fierce competition? In fact,it has become an urgent problem to be solved,and it is also the focus of this thesis.Policy implementation is an important factor that directly affects the transformation of policy effectiveness.This thesis will conduct in-depth research on the implementation of the talent policy in X District of Dalian,in order to find out ways to improve the effectiveness of the policy.This time,the relevant data on the implementation of the talent policy in Dalian X District was collected through a questionnaire survey.Through analysis,it was concluded that Dalian X District existed in the process of implementing the talent policy: such as low policy awareness,deviation in policy implementation,and loss of local talent resources.,The problem of unobstructed feedback channels.Based on human capital theory,demand hierarchy theory,talent agglomeration effect,public policy implementation theory and other theories,the reasons for the formation of the above problems are as follows: 1.The lack of publicity of talent policies in X District,and the traditional means of information exist between policies and talents Poor;2.Insufficient understanding of talent needs in District X leads to deviations in policy implementation;3.In the implementation process of District X,the concept of talent is backward,and emphasis on the introduction of external talents while ignoring the needs of internal talents leads to a large loss of local talent resources;4.District X implements policies In the process,the system and mechanism are not perfect,especially the supervision and feedback mechanism is not perfect,and it is impossible to quickly and accurately listen to the voices and suggestions of the masses.In order to solve the problems in the implementation of the X District policy,the author studies and draws on the advanced experience of Beijing Zhongguancun and Hebei Xiong’an New District,based on the actual situation,and puts forward the following five suggestions for the implementation of the X District talent policy: 1.Innovative forms of publicity work;2.Keeping close to the needs of talents and providing precise services;3.Changing the concept of talents with equal emphasis on "cultivating talents" and "attracting talents";4.Improving the supervision and feedback mechanism;5.Building a scientific and standardized talent development governance system. |
